unnecessary xml namespace declarations when marshalling

Brent,

The SP is using Oracle Identity Federation.  They also reported that when viewing the metadata using the IDP's url IE 8 was giving an error.  Firefox can view the metadata fine.

It sounds like this product has other bugs that they are working through.
