It would be our strong recommendation that he comment out the RemoteUser handler.  It won't affect any SP that is working with the IdP in any way and it will prevent the IdP from encountering this issue in the future.

Probably, but it's always nice to validate that things are working with the school.  My hunch is that everything will work as soon as the RemoteUser handler is commented out.
