configuring an IdP for InCommon RandS

Following the guidelines from here:

I've been trying to configure my IdP for the InCommon Research and
Scholarship program. I first thought I was having this problem because my
IdP was <2.3.4, but I have since upgraded to IdP 2.3.8 and still getting
the following error regarding use of the
AttributeRequesterEntityAttributeExactMatch tag. Any suggestions?

10:00:06.552 - ERROR
[edu.internet2.middleware.shibboleth.common.config.BaseService:187] -
Configuration was not loaded for shibboleth.AttributeFilterEngine service,
error creating components.  The root cause of this error was:
org.xml.sax.SAXParseException: cvc-elt.4.2: Cannot resolve
'saml:AttributeRequesterEntityAttributeExactMatch' to a type definition for
element 'PolicyRequirementRule'.
