Microsoft has produced a capacity planning spreadsheet for Office 365 and ADFS.  The most interesting aspect to consider is the use of mobile devices.  They behave very differently from browsers.

I'm not sure why this would make it impossible to comment on the number of logins per second.

It completely depends on your population.  Numbers I see from schools are typically on the order of 30,000 active faculty/students/staff and 50 logins per second during peak hours on peak days -- 1 per 600 users -- but it varies wildly, both throughout the day and between organizations.  Whether you could even use this as a rough guess depends on how closely your usage patterns match those of these organizations.
