Those are indications your shibd service is not operating properly. I
don't know how you'd be connecting to it but not getting a response, but
shibd crashing comes to mind.

I don't see how that's possible.

That would point to a system issue like a crash in my mind.

Then I assume this is Linux. I certainly would forget the memcache thing
until the system is stable.

No. That's automatic. A supported SP version should get native.log created
for you now without any special effort. But I don't think it will tell you
much.
