Despite the apparent presence of a RHEL 4 repository in security_shibboleth (which I'm about to raise a JIRA case against) RHEL 4 and earlier are not supported platforms.  You need to start with an AMI for a supported OS, a list of which can be found here:

My advice yesterday was to start with RHEL / CentOS 6.  Not sure if that mail made it out though, my ISP has been a bit wobbly.
