Well, that's wrong if you're not using that Apache.

Neither is true. You need the apxs from the Apache being used, and
installing one that's wrong is at best irrelevant and at worst likely to
produce a broken module.

Then I suggest you get Oracle's product working first. Clearly it's
misinstalled or being used improperly.
