Rebuilding the shibboleth srpm

Anyone,

I trying to rebuild the shibboleth srpm with this rpmbuild below, but it's
complaining about apache apxs. Does any one have an idea where is the
error or what I'm missing.


sudo rpmbuild --rebuild shibboleth-2.5.2-1.1.el5.src.rpm --without
builtinapache --without adfs --without odbc -D 'shib_options
--enable-apache-22 --with-apxs22=/$ORACLE_HOME/ohs/bin/apxs'


ERROR:
configure: error: Unable to locate Apache 2.2 apxs script. An Apache
development package may be missing from your server, or you may need to
use the --with-apxs22 option
