I think the documentation is pretty clear that it is.

Then it's not configured correctly, IIS is not set up yet to work with it.
The installer failing to do this is not totally unusual, but if you didn't
install the IIS 6 compatibility bits first, it is guaranteed not to do so,
as documented. If that is the reason, uninstalling and starting over is
advisable.

There is material in the wiki on the microsurgery needed to make IIS work
and get the filter and extension configured.
