Shib SP config breaking ServerSideIncludes on vhosts not using Shib authentication

It will make a difference since ShibDisable Off is the default (and  
therefore implicitly set globally).
Ideally, the difference will only be a little overhead in resource  
usage, but with apache 2.4 and sp 2.5.1 some bugs occurred (fixed in  
sp 2.5.2).
