Then, the file you restored is apparently also broken or was already
broken. The primary error may or may not be evident from the command line,
or you'll have to look at the logs for a more detailed XML parsing  issue.

Then there are basic tools like xmllint to find structural mistakes.

I don't know what else you're expecting here. Bad config == won't start.
That goes for shibd or Apache + mod_shib.
