No, it's a very unusual case if making a config change and ending up out
of sync.

Well, that doesn't "work", it's reporting the same error. The override
isn't loaded in the shibd half.

No, you have an override configured and shibd never loaded the
configuration. That may mean the config is partly invalid and it tried and
failed to reload, which would be logged.

Get the processes restarted with a consistent configuration and it should
resolve itself or reveal a config problem.
