Yet another Idp error after SP upgrade

No keys have changed at this point.  All metadata files, .cer/.pem files were brought over from the old servers in their entirety and now including the original working config file.

Which Peter already explained, and as I said, you changed the signing key you're using with that IdP. If you do that in an uncontrolled fashion without metadata changes ahead of time, it's going to break.
