My first attempt stalled without the IdP responding, and once I reloaded
once or twice, it continued, and then it logged me in.

I doubt this is anything but a tablet not handling servers well with
certificates it has to pop up warnings on. Add in a bunch of redirects and
AJAX traffic and cookies and it's probably a mess.
