Yes, it is down.  Thank you for the notification.  Tomcat is refusing to start and I can't immediately figure out why.  Please give me a little while to investigate this.

Generally speaking, yes, they are.  There are occasionally outdated Wiki articles that we update or delete when possible.  You're also encouraged to contribute to the Wiki.
