I've been managing many SPs in one or only a couple of local files in
the filesystem. To me it's not really much of a difference whether I
add a new metadata file to the filesystem or whether I add the content
of that file to an existing metadata instance.
But of course there are tools that will help you turn one
representation into the other (a bunch of XML files into a single one,
and vice versa), if needed.
