shibidp 2.3.8 setup error idp/status

Hello,
shibidp 2.3.8 setup on a fresh Windows Server 2008R2 machine domain controller looks ending well, but if I try to open https://localhost/idp/status I get the error 404 "The requested resource () is not available."

If I remove the string
useStartTLS="true"
from within attribute-resolver.xml / <resolver:DataConnector id="myLDAP", it works.

What is the other way to make it work, keeping the line above?
I tried setting port="636" in login.config, but it doesn't solve the problem.
