Well, if it's IIS, step #1 is stop it hiding the error. I added that a
while ago to the IIS7 doc page in the wiki since it keeps causing problems.

Once the actual error shows up, there might be an explanation, but in
principle, it shouldn't be an SP error or it would be in native.log or
shibd.log in some fashion.
