No. I had to implement my own LDAP connector that uses a different set of
pooling behavior to get it to fail fast. We tried to fix it in the code
but the way the Spring components were initializing things, it wasn't
practical for reasons I'm not sure I remember at this point.

I believe my implementation is in the latest version of my SSO extension
contribution, which is really just all of OSU's extensions.
