Is restarting shibd required for this change?

For some things `touch /etc/shibboleth/shibboleth2.xml` will do,
e.g. when I change MDUI type stuff in (remote) metadata and want the
SP to regenerate the feed for the EDS (after a `shibd -t` to grab the
new metadata),
