Is restarting shibd required for this change?

hey, a corollary question.

Is there any support for a "reload" type option? (e.g. Compare to Apache's
"reload" vs "restart". Reloads configuration for new children but does not
stop and start the parent server process.)

It may be irrelevant for shibd, as it automatically loads most of the
important configs already, but I'm just curious.
