No, that's your choice in using the setting that limits the IdPs displayed
based on the notion of "sharing" a metadata file. There's no need to use
that setting, which I believe is called showUnusableIdPs or some such.

They aren't unusable; that's an implication drawn from not sharing a
metadata file, and it's not really a meaningful one in every situation.
