Because you didn't set an acl appropriately on the handler. The list is
full of threads about this.

I can't speak to whether you have disabled it or not, but if you don't, it
won't work unless you fix the policies in ways I can't describe to you. It
is not the cause of the problem you asked about.

If you get rid of the appenders, then you log nothing. Changing the level
does not mean deleting the rest of the line. If you don't know log4j
property syntax, you can find online references to it that are closely
related to what that library supports.
