You're talking about SP configuration here. If you don't control the SP,
you can't control how it responds to logout. If the SP deployer wants to
offer a separate location that implements only the local logout plugin, it
can do that by adding additional LogoutInitiator handlers.

Yes, upgrading the IdP doesn't fix a bug in the SP.
