load-balancing ECP-only IdPs

Hi,

>From my understanding of the ECP article[1] and IdP Stateless Clustering article[2] on wiki.shibboleth.net, 
would I be correct in assuming:
   If I were to build a cluster of IdPs that ONLY handle ECP traffic, 
   I don't need to run terracotta to maintain state between the IdPs?
