And that is the point of running a Shibboleth IDP in a federation,
to take advantage of the tightly controlled enterprise environment
for the enterprise users.

The non enterprise users can use some other IDP, or your IDP can still
accept some other form of authentication.

I would not try and setup PKI today just to use Shibboleth. But if
you have it, why not use it.
