error notifying application of logout event

The error should be self-explanatory, you're connecting but nothing's
happening and then it times out.

Yes, that would be the expected result. If the notify fails, it should
treat the logout as partial, and it certainly can't do anything about the
application.

I'm not sure what it is you think you're missing. The SP can't do anything
about what it's connecting to, or make that part respond.
