TestShib Two SP Registration Half In Half Out?

Pete,

TestShib is repeatedly corrupting its internal accounts file due to an  
upgrade of an XML parsing library on the TestShib box.  I've put the  
world's ugliest hack in to fix it for now because the TestShib  
codebase itself is in an interesting state and I can't revert to the  
older XML parsing library without copious amounts of pain.

You should be able to use TestShib now.
