Shibd/Httpd Start Order

Hello All,

I just installed a new SP on a RHEL6 box using RPMs.  I noticed that the 
start order for shibd comes after httpd:

/etc/rc0.d/K02shibd
/etc/rc0.d/K15httpd

/etc/rc1.d/K02shibd
/etc/rc1.d/K15httpd

/etc/rc2.d/S85httpd
/etc/rc2.d/S98shibd

/etc/rc3.d/S85httpd
/etc/rc3.d/S98shibd

/etc/rc4.d/S85httpd
/etc/rc4.d/S98shibd

/etc/rc5.d/S85httpd
/etc/rc5.d/S98shibd

/etc/rc6.d/K02shibd
/etc/rc6.d/K15httpd


Maybe it's me but I would think it would be better to start shibd first 
and stop after httpd.  I would appreciate any feedback as to proper order.
