It's entirely possible that the validation code in TestShib will only permit URL-based names for providers.  I didn't write that code and I'm afraid I don't have the time to go searching through the interestingly structured codebase to find it right at the moment.

If you can send me a copy of your metadata off-list, I would be happy to configure TestShib to load it as a one-off solution to keep progress rolling for Utah.

and replaced it with our real idp-metadata.xml, I got an error that it did
