No. Neither the SP or IdP need to be Shibboleth specific but rather the
entity in question needs to handle the SAML communication properly. However, it
does make it easier when they are both shibboleth mainly due to the tenacity of
the shib software to stick to the various specs in question. :-) 

The list archive is full of historic question on working with various 'vendor'
specific SAML issues.
