Testshib down?

Looks like this outage was only the result of a tragically hung Tomcat  
and an httpd that had stopped itself.  I don't have time to  
investigate why either was dead, but TestShib is back in business...  
for now.

I'll redouble my efforts to get the new edition built in a timely  
fashion.  If there are outages in the future, please don't hesitate to  
contact me and inform me using the users list.
