Which would be expected if you don't change the acl or use localhost.
That's why the documentation says what it does.

As it should.

Even if/once the handler works, that's not going to fix it passing traffic
through. The filter can't be running for the site in question or the
mapping can't be right if it's not mapping the request properly.
