Agreed. Load on the IdPs is low. Trying to track down intermittent

connect to the ldap

mentioned earlier.

I did go though LDAP logs and saw no instances of resource exhaustion,
excessive response time, ... _except_ Start-TLS; that's about 2s in some
cases. Yes, we're using DSEE, so will flip that over to straight SSL. In
the mean time, a change management request has been filed to enable
connection pooling.
