Experiments indicate otherwise. We have a bundle of schema files that
have been edited for offline validation. Using that bundle, schema
validation is found to work with the bundle in one directory but not
another. Everything else is constant, just a different source
directory for the schema files.

I have no idea what that sentence means. Can you offer an explanation
or suggestion for the above behavior?
