Actually, the load is deterministic.

Fo the record, the load order is:
 0. Get list of files in directory
 1. Load first file, in directory listing, that hasn't already been loaded
 2. Recursively load any referenced schemas from step 1.
 3. Go to step 1.

If you're seeing odd behavior it's almost certainly because schema
locations aren't correct for whatever behavior you're trying to
achieve.
