I didn't make any comment on InCommon's program, though I could if you'd like.  I said as a project we felt that individual federations maintaining a separate lists was bad for the community and led to fragmented documentation.  And yes, that is something the project can have an opinion on as we're the ones that have to span all the federations, deployers, and sectors that use the software.  And yes, such a situation unquestionably does a disservice to the larger community.
