Not anymore, it's in the background.

No. It depends on the metadata source, as I said. If the metadata only
updates once a day, then it doesn't matter much if you check it every 4
hours. If the metadata might get changed at any time in response to a
compromise, then the more you check the safer you are up to a point.
Every federation should publish their own guidelines.
