It took less than a second for me, but the actual downloads are via
mirrors.

I doubt there are any US mirrors, that's probably strictly EU. It's
probably possible for somebody to set up a mirror specific to particular
projects if somebody wanted to. The shibboleth.net site is in the UK, so
that won't help much for us to do it.
