[Shib-Users] IdP/Tomcat possible memory leak

There are a significant number of factors that can influence the start
up time of the container.  But at the end of the day it doesn't matter
whether your container is taking 5ms or 5min to startup, if you have to
worry about it you're doing something wrong.
