xmltooling issues SP 2.4.3 IIS

The issue has nothing to do with that library, that¹s just where the
normal storage service implementation is.

More context would be needed to identify what the problem is. The only
case I know of where that happens is in an out of date version of the SP
when using in-memory relay state, which is a default in 2.4. It's been
fixed for a while, so I doubt that's the cause.

Knowing which message/operation it was would help identify the cause.
