There's no chance that you saw a timeout due to a clock issue.

Only you or the IdP can answer why it's timing out, certainly we can't. If
it's not the network, then presumably the IdP was slow and just didn't
answer. 20 seconds is far too generous as it is for a production system to
allow for a response.
