CURLSOAPTransport ERROR in SP shibd.log

All,

 

I have a CURLSOAPTransport ERROR in the SP shibd.log.

 

I have seen this before, but it was related to a time sync issue on the
SP server. This one looks different. Does anyone know what may be
causing the problem?

I don't like the possible answer that I found. Does anyone else
recommend anything?
