What version of xmlsectool are you running? Version 1.1.5 has a
problem with InCommon metadata:

Your error message is not the same as the reported error message, but
if you're running xmlsectool 1.1.5, you will eventually hit the bug
reported in jira, which is why I'm mentioning it here.
