We are Japanese federation GakuNin, is now integrating PubMed as one 
of the service providers. While a discussion with PubMed, I've asked 
them about the availability of this LinkOut function in case of 
federated access. Following is the answer at that moment 
(it was last February). 

We don't change keyword registration or other MyNCBI data so frequently. 
However, we can obtain this LinkOut benefit in our daily use. 
Does anyone know their current developing status?
