Translation of messages in Shibboleth IdP 5

Hi Lukas, all,

first of all thanks for taking care.

My 2 cents are that I think it is worth trying the tool, but I would 
already set up a simple plan B: if the tool fails somehow, we could just 
set up a simple github repository with all the .po files and a template.
