FINAL CALL: SCHAC attribute rules?

Back in December Scot said.

Several people (you know who you are) have helped us and we now have most of the rules and checked translations for "fr", "de", "it"
and "ja"

We also have some unchecked translations for "sv" and "pt", but my inclination is to pull these unless someone proof reads them for
us.

So this is the final chance to get I18N for attribute names (as displayed by the IdP UIs) in V4.0 of the IdP

	- for SV and PT, please review
	- for any others please provide a patch
