Attribute name/description translations

Just a heads up if any folks are still lurking here, there's an impending "new" need for translations to get added to the distribution for the names and descriptions of attributes.

We're pulling that material out into a separate service so that it's not always necessary to define these things in the resolver, so there's a potential to get more consistent community-defined names if that's desired.

I don't have a lot of the default attribute rules defined yet but I'm finishing up the name/description support and eventually we'll want to include some default translations if there's interest.
