Installation custom plugin

Hi shibboleth developers,

we are trying to develop a plugin for an idp version 4.1.2. During the 
installation, we receive the error "No available servers found". We are 
using the command plugin.bat -i <Location of the zip file>. What does this 
error mean? We followed your instructions from the shibboleth wiki (
https://shibboleth.atlassian.net/wiki/spaces/IDP4/pages/1296760857/PluginDevelopment
) how to build a plugin. Is there any additional documentation or code 
example regarding this topic. Thank you in advance.
