GCM default checked in for beta 2 (was Re: Seeking feedback...)

For now I have pushed the default switch for the second beta next week.

I'll have something in the release notes by then and there will be a page with more depth on it certainly by the time we ship whether we keep the default or not.

There are a number of techniques to allow it to be left defaulted safely or to manage use of it. Our current understanding is that it is practically speaking only a Shibboleth  SP option. The library support needed to support it for SimpleSAML.php or pysaml is too recent to be present on the vast majority of systems.
